New tool for converting an xboard saved position into a Forsyth-Hodges file

I’ve added a new program, fen2fsy (written in Eiffel) to chu-shogi-tools. This takes a Forsyth-Edwards Notation (FEN) file as input (as produced by Save Position in xboard) and produces a .fsy file as output, which can then be operated upon by the other tools.

I shall be using it for producing the PNG files needed for my continuing series on white’s first move, as typing the Forsyth position by hand is tedious.
